Scary Trailer
Ok, so I’m looking to make a scary video trailer with TV static effects with like and make wavy transitions…

Twitch from VideoCopilot.net would help you if you want to have some of it automated for you.
Otherwise it’s just a lot of playing with distort filters, noise filter, and splitting up channels and distorting them separately. Lots of questions on this forum about destroying or grunging up video. Try a search there are tons of threads on this.
