    I have highlighted an element using the roto brush tool and would like to apply a smart blur to the highlighted area only, but the effect is being applied to the entire image. I am attempting to apply the effect in a layer as it is the only view where effects are available. The segmentation is frozen, and covers many frames. I guess I don’t know how to use a highlighted area. Please advise, thank you.

    See this video tutorial, in which Mark Christiansen shows to do exactly what you’re trying to do (except that he’s applying a color correction effect, not a blur effect).
