Rollover Problem

Editing Menu in Photoshop
When I edit a rollover in photoshop (=1) I want it to put a highlighted white box and red lettering over the white letters I have normally on the menu as the button in it’s normal state. I get the white highlighted box to show up just fine but the red letters on this layer show up as white also? Is there a monochromoe color limit on highlight layers?

Make the red letters an (=2) layer and place it above the (=1) layer.
