Here is what I do….
Export your bad frames from your editor. Also export the previous or next good frame whichever matches the bad frame best (tough with frames containing lots of action). Then layer the bad frame over the good and try to mask/copy/paste out the “noise”. This is a bit time consuming but I have had great success fixing extremely bad frames. after completing your fixes import the “fixed” file back into your NLE and place it over your bad frame. after fixing a few frames your efficiency improves dramatically.
I havent had much luck with editing video clips in PS, but I dont really think I dedicated the time to learn. Hopefully there is a better solution if you have several bad frames.
