Repeater and Video Layer?
Is there a way to add the repeater to a video layer, just as you would a shape layer? Or is it possible to change a video layer to a shape layer, or null the video layer to the shape layers movement and copies? Does this make sense?

Short Answer:NO
Echo may do what you want. If that doesn’t work for you then look at Trapcode’s Echospace.

There are a few options to doing that, some cost more than others, a free version that isn’t quite developed but works is called layer repeater script by Paul Tuersley at aeenhance.

If you don’t like any of those options, then you can try playing with Motion tile and CC RepeTile under stylize.
