I tried to render using In and Out points based on what I read on Adobes help page which says:

In Premiere Pro CS6, you can mark In and Out points to define an area for rendering:
Mark In and Out points for the area of the sequence that you plan to render.

When marking In and Out points to define an area for rendering, corresponding options appear in the Sequence menu: Render Effects In to Out, and Render In to Out. A command for Delete Render Files In to Out is also available. These options will not appear in the Sequence menu if the work area bar is enabled.

However, I don’t see a Render Effects In to Out option. Here is a screen capture of the options I do have. What am I doing wrong?

You need to disable the Work Area Bar in the timeline (via panel menu, top right corner) first, then you will get the Render Effects in to out.
Its either one or the other.

I’m not using CS6 at the moment, but try going to export and see if the options appear from there as they would for the work area options.
