Realtime Stroke Update for Animating Character

So I’m working on this project that has a character running on a track. I’ve animated the character, however the illustrator has added these outer lines to the character that need to animate with it. I tried stroke, but the stroke effect sticks to the character. Reference image below.
Please help!!

Thanks for responding. The thing is I’m not using a shape layer, they’re all pre-composed individual layers. Any other ideas?

Blur it.
Use levels on the alpha channel to crush it to wider than it originally was.
Use the Vegas effect to stroke the alpha. (Adjust the settings in the Vegas effect so you only have one line and full opacity on the whole thing instead of the default bunch of dotted fading lines.)– The Great Szalam
