usually stuff like that is some abstract 3d models with reflectiom mapping.
you can clone a bunch of geometry you make and distort it and bend and twist it

render that out and add some more layers in photoshop

oh do the 3d in 3ds max, maya c4d etc not from AE

Kent Oberheu does a similar thing (but better imho) in Cinema 4d. I know he used the plug-in Jenna to generate the forms but I guess
now you would use MoGraph. Check out the calendar project:
