  RE: a specific template for titles in Premiere CC?

  Hi everyone!
  I wanted to know if there is a specific title template i could use in Premiere (I have lates v13 2019), so I don’t have to create this animation shown at the intro of this video, where you have two lines of titles appearing at different times, is there a specific effect I could use or I have to recreate it in after effects or premiere doing masks and keyframes in position? trying to find the fastest way:
