    you can use the text tool with a text animator applied. thats the why i would do it.

    check this one here:

    you can edit the text at any point to define the frozen numbers at the end.

    uhhmmm…. “text animator”

    twirl down an text layer (created with the text tool) and click on the arrow on the right and choose something like offset or so.

    just take a look at my uploaded file.

    Use the Text->Number plugin. The trick is in setting a value for the Random/Value parameter. It’s pretty straight-forward.
