    I can think of a few sollutions:
    1. Animating or keyframing masks.
    2. Use particular with a custom particle deformed with turbulent displace.
    3. cc Mr Mercury, although I’ve hardly used the effect. As far as I know it has this kind of meta ball effect.

    particle playground,
    everything from bubbles to birds flying is done with the cannon layer. very powerful yet simple to use. includes interaction layers.

    Great feed back for particle deforming, very helpful!… the interactive nature of the particle is what stumped me. seems particle playground is the go.
