Ok well i got this idea that i’d make this one scene of my video black and white except one area. this area doesnt move so i think that will make it easier. Basically i know bout masking and i think thats where ill be headed with this effect, but i dunno what todo once i’ve masked the area. is there away to make the masked area a new comp? im kinda newb wit AE

Yes. you need to precompose the layer. Watch these short video’s and it will explain how that works:
