    This should be fairly easy to do using shape layers and repeaters.

    Make a rectangle shape adjust the width and height then add a repeater.

    Set the repeater transform position to 0 in the x any y. Set the number of copies to your desired number. Set the rotation to the number of 360/ the number of copies.

    Animate size and position for the rectangle path.

    Here’s one way, with a shape layer with a circular path, a dashed stroke, and a Repeater:
