    So I rendered the video so i could get rid of the black bars that surrounded it. The setting it was put in was HDV 720-30p(1280×720, 29.970 fps) when it finished rendering i previewed it and the screen was choppy with the quality being bad the setting was set to preview so i knew that was the reason. But anytime i set it to best and play it it goes right back to preview. If i upload this vid to youtube will the quality be in that preview form?

    No the quality will not be in the bad preview form that you see.
    And to avoid bad previews you can either set it to preview (full).
    then right click in the preview window and make sure that
    Adjust size and quality for optimal playback is not selected.

    As for the choppiness, if your computer isn’t powerful enough,
    playing media (especially HD) will be choppy….but that don’t
    have any effect on the finished product.
