Quick General Production Question..
I am shooting a teaser for a horror film and I want to create a gloomy blue lighting effect. Can I do this with Sony Vegas Movie Studio Plat. 11? Or is there some kind of filter I can attach to my lights? Please help!

There’s a great plugin called Magic Bullet for just such things but it’s pricey.
You might try “color corrector” and pull everything to a blue you like and then go to the “secondary color corrector” and adjust the saturation, gamma, and gain until it gives you the look you like.Roger Bansemer – PaintingAndTravel.com

Or just forget to white balance!

Or use blue lighting. The easiest way to get a blue lighting effect is to use blue lighting.
