I’m having some trouble trying to recreate the classic Super Mario Rainbow Effect, like when you grab a star and the music goes “da da da, le da da le da da, da da da, le da da le da da”

Its about 20 seconds in to this video.

Anyways, i tried using the Strobe Effect, turn down the time to zero so it doesnt flash, but i just cant seem to get the effect to still have some outlines like in this video. Ive been able to lower the opacity of the strobe effect to make it blend with the original, but its just not quite what i want it to look like. (i.e. the eyes of a person are outlined, but the insides are pure blue and not like a half faded blue so u can see the real colors of the pupils and such) I’d also like to avoid 3D programs such as AutoDesk Maya if possible.
