Question: Convert 1280 × 720 Pro Res to 1920×1080
Usually finalize all projects to 1280×720 but client wants 1920×1080 version after footage was pro res.
Tried media manager but makes movie file lag. -

Use Compressor.
Wait, they want ALL the footage and the cut to be 1920×1080? Not the final output? Compressor will work for the output…but why do they want all the media and sequence to be 1920×1080 if it wasn’t shot that way?
Media Manager is the way to do this. Retains all the metadata like reel number and source timecode. Compressor won’t.

They just want the final .mov file to be 1920×1080 . Are there any specific setting on media manager I should follow?

If it’s just the final output, I wouldn’t use Media Manager. That’s not what it’s designed for. I would output a self contained QT movie using the current settings, then use Compressor to convert to the dimensions and codec they require.
YOu can adjust the frame size in the inspector.
