Yes, you can play them and edit them in Vegas Pro but if you want to create them you need to purchase the Cinic 4.0 encoder from Cinemartin which is the only licensed ProRes encoder that exists for Windows. You can also fake a ProRes-like format using ffmpeg but it’s not something I would use in a professional environment because it causes problems on a Mac because it’s not real ProRes.
