Two apps do this – Episode Encoder on PC and (free) the Cinec Encoder. I just tested it and it works great for prores.

You were successful using the Cinec encoder? I tried to install v1.8.7 on Windows XP and it will not launch….”encountered a problem and need to close”

    I tested on Windows 7.
I don’t see much tech documentation beyond Windows XP, Vista, 7 compatibility.
    Are you on SP3?
Have you done your usual Windows updates?
What fail message are you getting?

There’s almost no information on their site to report issues.
It’s sounds like there’s a fundamental conflict with some OS component.
With some hunting I did find this.
