  Proportional Stretch and Blur for Pillarbox

  I am looking for an effect to stretch 4×3 images PROGRESSIVELY to fill 16×9 space, what monitors sometimes call Wide Zoom or Smart Stretch. Ideally, the effect would allow me to choose the stretched and unstretched proportions and allow for fairly extreme changes.
