If you are only delivering in one format (DVD PAL) then I would set my project to match my output format so that there are no surprises when you render. Otherwise you will see various forms of black bars where the two formats do not match aspect.

Will there be any difference in rendered quality?

I made another post about if you are to render the same project to MPEG2 (dvd) & MP4.

No, there should be no difference in the rendered quality. You are still rendering from HD source. The only difference will be in how the aspect ratio between HD widescreen and PAL widescreen are handled.
