I know that many Project Settings in a project are locked after creation in PP 1.5, and I’ve created a project that needs settings changed. Is there a way to create a duplicate/re-create a project with new settings and/or copy the timelines between them? To re-create this one would be a real headache. Has anyone had to tackle this before and if so did you have any luck? Can you export timecode/clip data from a timeline and import it to a new project?

You are on the right track, but it is easier than you might expect.

Just create a project with the settings you want to use, then import the old project into the new project. All of the sequences will be in the bin named for the old project. Dig around for them. You will see.
