I opened a project in 9.0c this morning, and most of my clips have been replaced by the same b-roll shot. Why, I don’t know. Can I access the project history to load a previous step and get the right edit back (the way it was before I shut down last night)?. This was a great feature in the old Video Toaster, but I can’t find a way to access it here.

There is a backup of your project which will have the same name as your project file with a .veg.bak extension. Try renaming that to .veg and see if it helps. Otherwise, there is no other history unless you saved previous copies.

Not if you have saved the project today. When you save, the previous project file is copied to the backup. That would be the veg file that was used to open the project today, or something subsequent to that. I ALWAYS back up ALL my changed files at the end of the day. That includes both the veg and the veg backup file.
