  Produce smooth looking tickers (Graphics) at only 29.97 fps

  Hello, I want to produce smooth looking graphics over a video output, using Softron Smart Playout Engine coming out soon. Alternatively, I would prefer to produce graphics at a more fluid line, at 59.94. But with the Smart Play out engine, I can only output both video and graphics at the same frame-rate, which is 29.97. So, is there any technique on producing smooth looking graphics without higher frame-rates?
