[David Honan] “there’s tonnes of advice on how to get the playhead to snap but what about if you want to drag a layer to snap precisely to the playhead or marker.”

Hold the Shift key while dragging the layer’s end point. This will allow you to snap in/out points, markers, and keyframes in the timeline.

Also, the keyboard shortcut to set a layer’s end point is Alt+]. Since your marker is numbered, you could press 1 on the main keyboard to go to marker 1 (main numbers go to markers), then press 1 on the numeric keypad to select layer 1 if it is not already selected (numpad numbers select layers), then press Alt+] to set its end point to the CTI.
