GOOD! Now those are your archive drives…separate from your media drives. In case you didn’t know that.

Yeeesh! Well…gotta figure that out. At least get bare SATA drives and a USB/Firewire drive dock. That’ll make them cheaper.

Yes, it would. It would be a biggish headache. If you color coded those so that you worked with them at full res, and then all the other stuff you could encode as Proxy, or even lower (Offline RT HD) quality…then you could separate them out when it came time to online.

Proxy is about half the size of LT.

Yes. Premiere will allow you to work with the files in the native resolution…no offline encoding needed. But I would recommend that you NOT edit from the masters…copy them first to a media drive, so you have a separate media drive and backup drive. But you can work with the smaller, native resolution files.
And yes, Avid has amazing media database capabilities and you can AMA the footage in, encode to DNxHD36, or smaller, and then relink later and transcode to higher res.
Just depends on what NLE you are most comfortable with. But if you lack the budget for hard drives, you will be hard pressed to buy another NLE. Adobe has the Creative Cloud though…you can rent it on a monthly basis.
