Hi, I just got the Logitech X-540 5.1 Surround Sound system, and my computer has a Realtek High Definition Audio (Onboard; up to 7.1 surround) sound card.
The surround sound works great, when I’m playing a DVD or a clip that was encoded in surround sound.

But when I’m editing in Premiere or Vegas, and have a surround sound project. All I can hear is stereo. When I move the surround sound panner to the center speaker, nothing comes out of the center and only sound comes out of the front 2 speakers. When I move the panner to the back speakers, it still comes out of the front 2 speakers. For some reason, the only panning I can do is between the left and right speakers, and I can’t pan forward and backward, or into the center speaker. This is all during editing by the way.

When I export the project into a surround sound file, then it plays perfectly and everything is panned correctly.

But how come it won’t play surround sound when I’m editing? I want to be able to pan and actually hear where it panned during editing.

Can anyone help with this? I know this is more of a surround sound question, instead of a premiere pro question, but there was no category for just plain audio problems.

Try changing the audio preferences in Edit>Preferences…
There are a couple of audio pref sections make sure the surround card you have is set as the output and that you aren’t making a surround mixdown to stereo as that will affect the mixdown while editing.

I did that already, it doesn’t work. But the realtek card doesn’t have Dolby Digital Live, if that matters. That might be the problem. I’d need an audio or sound card expert to answer this.
