    I was initially happy to see that Adobe had added loudness normalization to the export setting in Premiere Pro and Media Encoder. Unfortunately I have found that if the audio starts in silence (as is required by some TV stations) the use of this setting results in a brief burst of noise followed by silence for the rest of the program.

    That’s a problem because those tails and heads shouldn’t be counted in the loudness normalization. You can easily do loudness normalization in Audition’s match volume panel.
