because the OS is set to constantly poll time servers for information, that process causes the CPU to expend clock cycles to repetitively ping what ever time server you have set,
In that process the internal clock is pausing for a few milliseconds so it can confirm the synchronization with the time server- if you are on a slow internet connection or Not at all- the delay or pause while the clock is trying to sync has been found to occasionally cause drop frames, in some high end workflows.

I am in contact with the people that design and build these tools- this is a testament to the detail that companies like AJA use when searching for our issues.
I believe that your specific issue with dupe frames on ProRes captures is known about and will be addressed soon.
