Could someone tell me if this could have been done in After Effects?

I am quoting on a similar job. I intend to cut the base video in Premiere Pro CC and outsource the fancy graphics work. Is this something an After Effects Editor could do?

I’d be interested to know how the overlap effect is achieved at around 31secs. Is it just cropping? Not sure if my client will need the overlap but I’d like to be sure it can be done in AE.

Would the final shot be outdoor green screen?

    It’s called rotoscoping.

You could, but then you’d also need a clean plate to fill the part where the green screen is. That shot at 31 secs would be pretty easy to manually rotoscope so a green screen/keying/backround replacement would take more time.
