    Working in the current release of Premiere, anytime I try and drag a clip within the timeline, Premiere immediately defaults to try and place it in the track below. This just started happening out of nowhere.

    For example, if I have a clip in the V2 track, and I try and drag it anywhere it all (right, left, anywhere at all), it immediately attempts to place it in the V1 track.

    Anyone ever hear of this happening?

    Have you checked your track patching at the left end of the timeline? Your patching there may be forcing the issue.
