Halo everyone. I am a beginner in video editing.
I have exported a video and I face the following problem.
When I watch it in both quicktime and VLC player,

You can see that in his hand, there are some “strips”.
The interesting thing is that when I put it back into premiere CS6, it works well without those trouble strips.

This is the log from adobe encoder.
    Source File: C:UsersTobbyAppDataLocalTempch1_1_6.prproj
    – Output File: C:UsersTobbyDesktop保馬老師同學會Ch 3_1.mov
    – Preset Used: Custom
    – Video: 720×540, 25 fps, Lower, Quality 100, H.264
    – Audio: AAC, 48000 Hz, Stereo
    – Bitrate: Target 10 Mbps, Max 10 Mbps
    – Encoding Time: 00:13:11

Also, what is actually the best format for export the final product, for Full HD video and DV Pal Video?
    Thank you very much

The “stripes” you are seeing is because the material is interlaced. Nothing is wrong. But if you are going to use your product mainly for viewing on computerscreens, you better make your export “progressive”.
Difference beween interlaced and progressive is explained here :
