Premiere – export part of timeline
Just wondering if there is a way to only burn a section of what is on my timeline to DVD?

Indeed there is. Search on “work area bar” in the Premiere Pro Help for details.
You will also find links to many free tutorials in the PremiereProPedia that will quickly show you how things are done in Premiere Pro.
