    Unusual question, but I am wondering if anyone has advice on getting this pre-rendered “choppy” look.

    I put an effect on a few video files and then watched it before rendering it and really liked the way the choppiness looked. Does anyone have any idea on how to achieve this look for a final project?

    You get that effect by reducing your frame rate.
    Normal NTSC DV framerate is 29.97 frames per second.
    By reducing your framerate you get a choppy look.
    The lower the framerate the more choppy it becomes.

    Right click on your clip and select properties.

    Look for undersample rate box. This is where you can set you framerate
    for the clip (event).
