Premiere Pro 13.0.2, iMac Retina 5k (Late 2015), High Sierra 10.13.5

Recently installed PP2019 and cannot get my workspace settings to persist. I’ve tried:
    – Installing with “keep preferences”
    – Installing with “don’t keep preferences” (deleted the 13.0 folder from the system after uninstalling) and syncing from the Cloud (my 2018 loads perfectly every time)
    – Opening an existing project
    – Starting a brand new project

I have custom workspaces which do load but are in the overflow menu. These are mapped to keyboard shortcuts (those load just fine) and they don’t work unless I’ve moved the custom workspaces into the main section and deleted the standard workspaces.

I’ve found an XML file called WorkspaceConfig (/Users/[myusername]/Documents/Adobe/Premiere Pro/13.0/Profile-CreativeCloud-) which appears to call all the default workspaces (I don’t do XML so I really don’t know). I wonder if some editing of that file to remove the “front end” lines would solve this. I dare not, though, because I don’t want to break something.

I have posted to Adobe’s bug report page, but it seems very haphazard (basically voting for other similar problems already posted).

Any help would be greatly appreciated!
