power outage effect
Want to create an effect like the city losing power in close encounters and Oceans 11. Sorry couldn’t find youtube footage of either scene to provide a link.
The city blacks out in small segments at a time. I tried masks, but they just don’t look realistic any other ideas would be appreciated.

It’ll be tough to remove the glows and spills from a city-at-night shot to achieve this black-out effect.
Unless you want to build and light an entirely CG city, you might be better off taking a day shot of a city, using a day-for-night technique to make it a night shot, then adding in some lighting effects so you can remove them.
