    I’ve done something similar. The easiest way would be using Photoshop. Make your design there. Then bring the image in Premiere and apply a scale from 0 (keyframe 1) to 110% keyframe 2 at 30 frames, then scale to 100% at 35 frames. Redo for each pop up.
