plugin to improve old vsh image quality?

I have loaded an old vsh tape into the puter. It has, as u imagine, bleeds and noise. The weird color wouldnt be a problem, it’s a concert…
Is there any way (plugin/etc) of improving the image quality?
I have Premiere Pro and After FX 6 Pro.

Capturing the tape from a deck with a TimeBase Corrector will be much more effective with the bleeding than anything software can do.
