You might want to look at the ‘earthquake’ filter in FCP.
You might be able to tweak that to look like HH.

Hi, we have a Camera Shake plugin as part of CoreMelt “Gadget” which does both gentle float and shake with separate parameters for both.

I can’t think quite how but couldn’t you stabilize some hand-held footage and then apply those settings to some non-hand-held footage and get the reverse effect?
