    what aspect ration should I use for a video (which will have 24 frames per sec) for the web?

    square???
    D1/DV NTSC??
    D1/DV NTSC widescreen??
    D1/DV PAL??
    D1/DV PAL widescreen?
    HDV?
    DVC/PRO??
    Anamorphic??

    Emphatic agreement with Bartek: square.

    Computer monitors have square pixels. If the playback will be on a computer monitor, the pixels in your output should be square.
