I am ingesting a test tape for my broadcast center so they can evaluate my system. They have given me an HDCAM tape with bars/tone, audio test ,ect. I captured the video with an AJA LHe card and brought the file into FCP 7. On the scope the color bars look great. When I export the file the black first black bar of the picture pluge goes away or rests at 0. On the captured file it is at -4%. Whats happening here?

The three Pluge bars levels are (from left to right): -4%, 0% and +4%.
If on exporting from FC you are getting the super-blacks (-4%) clipped to 0%, I thinkthe sequence is not set for rendering in Floating Point (High Precision).
Make sure the sequence is not set to be rendered at 8b.
