Where can a user download these files for systems not on the Internet? Also, what does this new version fix/correct?

Contact support at wondertouch dot com if you need the download links, as I haven’t created an update installer yet. They’ll have to be manually installed (copied).

3.0.4.3/3.0.7.2 only fixes the license reset problem that exists in 3.0.4.2/3.0.7.1.
