photoshop-like wind effect in AE

I know this post is old, but I was trying to find a solution to the same question.
I ended up duplicating my main layer and adding the roughen edges filter to it with pretty strong settings, then adding some directional blur created a pretty nice effect. I was actually using it to create a more extreme “motion blur” effect for an object that was coming in on an angle so I added a transform effect and key-framed the skew parameter to change the angle of the “wind” as it was coming in. I know this isn’t very specific but I hope it gives someone some ideas!
