I was just about to finish editing and cleaning up a picture but the eyes weren’t as bright as I’d like them to be so I decided to use the pen tool to draw around the eye and enhance the curves to make the eye color pop. But when I drew a mask with the pen tool it just made a black shape. How do I use the pen tool without it filling it with color?

I want to use the pen tool to add an effect to just the area I draw around

Since you’ve already created the vector path, select the shape layer and go to the Paths tab. Click the drop-down and choose Save Path.
You can now delete the shape layer and work with the path.

There are a bunch of ways to mask.
With the path selected, again click the drop-down and choose Make Selection.
or, you could duplicate your art layer and Layer/Vector Mask/Current Path.

    Hope this helps

Select Paths and Pen tool from the horizontal toolbar.
