I do not have ‘Particular’ and I am using CS6. Is there any way that I could generate a particle system using a selected layer as the particle? or the contents within the layer (or pre-comp)

In Particular, change the particle type to one of the “Sprite” or “Textured Polygon” types (the difference is that sprites are always camera-facing, whereas textured polygons can rotate freely about), then select the layer under the Texture option.

Use CC Particle World–change the particle type to anything that says “Textured” then under Texture choose the texture layer you want to use.

Yikes, sorry — I saw “Particular” but missed the “not.”
