Parallax Effect
I was watching Viceland when I saw this ad with an interesting glitchy parallax effect (https://youtu.be/UtoKudQOxc0). How would I create this effect in After Effects? (Please excuse the fact that I simply recorded the screen with my camera. I was too lazy to bring my laptop downstairs to capture the screen.)

Looks like they’ve taken some footage where the camera moves around the subject and stabilized it on a single point, and repeat it in a rapid loop.
