I have a background image that has dimensions 1260×200. I want to use it as a sort of banner or tv news ticker.

Currently it is centered across the middle of the screen. I want to reposition it to the bottom of the frame. I can get it repositioned using pan/crop, but the film effect I have applied on top of it, doesn’t stay with it. The film effect gets stretched out across the entire frame. Instead, I want this film effect, to be applied only to the banner/ticker area.

I tried creating a blank track, adding a blank event and applying the film effect. But I still can’t reposition the effect. It covers the whole frame.

    That sounds normal. Try this:

Open the film effects dialog box. To the left of the timeline at the bottom of that dialog is the name of the effect. To the left of that is a small triangle. Click on that triangle. Did that make a difference?

Otherwise you’ll need to create a mask to get it off the rest of the screen.
