    Captured and edited PAL footage into FCP with IO LA into a PAL FCP sequence. Is it possible to successfully send out signal to an NTSC machine for record? Preliminary tests are not suxxessful.

    I do not think the io is a standards converter, but you can use a filter from Graeme Nattress that will convert your PAL timeline to NTSC. I’ve done this before (except from NTSC to PAL) and it works great. http://www.nattress.com Click on the standards conversion tab. The render times might take a while depending on length of your program and your machine, but it’s well worth it to have the control.

    I’d suggest putting it on a PAL tape and sending it out for the NTSC conversion. Its easier, faster, better and probably cheaper in most cases.
