Paint tool… brushes other than a round one?

No. Custom brush tips are not supported in AE yet (as the painting system is completely different from PS anyways).

Are there any plugins that could give me that effect?… specifically the random brushes.. like the grass.

You can certainly get similar results by using particle based animation. Particular has a so-called path mode which allows you to paint an entire stroke with particles easily. By using shapes such as grass for custom particles, what you need certainly could be achieved. Try to download the demo and play with it – except for the demo overlay it’s fully funcrtional and allows you to make up your mind.
