CPL – reduce reflection and light, around 1.5 or 2 stop, typically when shooting landscape or water
ND – reduce light by 1 or 2 stops, prevents overblown highlights.

You can get inexpensive ND filters in sheet form to test out their effectiveness and hold them out in front of the lens
